A few short years ago, there was a fatal accident at Winton, in which the Victorian Workcover Authority got involved as the 'COMPETENT AUTHORITY'. In court, MA challenged their right to intervene. It was decided that because road racing is a sport and not a workplace, the VWA should not have jurisdiction. It seems that in the eyes of the law, there are no such people as professional road racers. However the same principle does not seem to apply to football.
